Roofing permit rules in North Texas vary more than almost anyone expects. One city charges nothing and requires no permit at all to replace a residential roof. Another charges $200 and requires drip edge on every asphalt job. A roofer pays $150 a year to register in one city and nothing at all fifteen miles away. This page collects what we have verified across 52 cities we serve, so you can see what applies where you live before anyone knocks on your door.
Why this matters when you are choosing a roofer
Permits are not paperwork for its own sake. In most of these cities the permit is the only point at which anyone independent looks at the work — and several cities tie the permit directly to contractor registration, meaning an unregistered roofer physically cannot pull one.
That is the practical test. In Southlake, only roofing contractors registered with the city can apply for the permit. In Grapevine, registration gates access to the permit application entirely. In Cleburne, the roofer must be named on the permit before it is issued. In Anna, no permit is issued at all to a contractor whose registration has lapsed. Those requirements are a real barrier to the out-of-town crews that appear after a hailstorm — and an easy question to ask any bidder.
There is no Texas state roofing license
This surprises most homeowners. Texas does not license roofing contractors. There is no state exam, no state registration, and no state body that can revoke anyone’s ability to roof a house. The Roofing Contractors Association of Texas says so directly, and legislation to create mandatory registration has been introduced and has failed.
That is precisely why municipal registration and voluntary credentials carry weight. Banner holds RCAT License 03-0562 — a voluntary credential requiring proof of insurance, a passed exam and annual continuing education — along with GAF Master Elite certification, held by fewer than three percent of roofing contractors nationally. When a city requires registration, that is one more independent check on who is working on your home.
What the spread actually looks like
Many cities publish no roofing line at all. A surprising number of adopted fee schedules in this region — Oak Point, Northlake, Gunter, Hudson Oaks, Kennedale, Aledo, Pantego and Dalworthington Gardens among them — contain no roofing line item at all. That usually means a reroof is handled under a general repair or alteration permit, and it is why several rows below read “confirm” rather than showing a number. Where a city has not published a roofing fee, we do not guess at one.
Permit fees run from nothing at all in Euless, to $30 in Cleburne, to $200 in McKinney. Registration runs from free — Sherman, Midlothian and Dalworthington Gardens all require it and charge nothing — to $150 a year in Lake Worth, while Haslet and McKinney do not require roofers to register at all.
Adopted building codes span nine years between neighboring cities. Denison, Mesquite, Fairview, The Colony and Flower Mound run 2024 editions. Lake Dallas, Ponder, Dalworthington Gardens and Highland Village are still on 2015. Two houses twenty minutes apart can be held to meaningfully different standards.
A few rules are worth knowing specifically. Plano requires no permit if the work covers 25% or less of the roof. Crowley exempts repairs of 50 square feet or less. Keller exempts repairs that do not reach the decking. Denison allows a maximum of two shingle layers and will require a full tear-off if a third turns up at final inspection.
